I've been wanting to do this sort of thin...Awesome. I've been wanting to do this sort of thing too. I think the times that it's considered criminal is if it turns into a "bomb threat" or something similar, such as one case a number of years ago where someone made a fake aquatic mine by gluing styrofoam cups onto a beach ball and painting it black.
