I do similar ones inside my home and hung on hangers so that the backside is flat and they are coming out of the walls and I use plain white craft store masks beneath the sheer fabric and wire for the arms. The effect of a grouping like that is so awesome! People are very disturbed that time of year at my place. Oh, now you're making me wish it were Halloween again! Maybe I should leave them up year round??
